This Is Actually Two Different Series Set In The Same Area And Time Period, Yet Follows Two Different Protagonists In Two Different Stories That Are Unrelated.

In "A Certain Magical Index" You Have Tōma Kamijō, A Typical Resident Of Academy City, A City Developed With The Sole Pursuit Of Scientific Development At Its Core. A Huge Majority Of the Population Of The City Are Students, Professors, And Other Members Of The Scientific Community. Using These Scientific Pursuits, Most Humans Have Developed Special Abilities As Great As Teleportation or Telekinesis, Or As Small As Just Keeping Something Warm. These People Are Known As Espers And They Are Pretty Commonplace In Academy City. Toma Is Referred To As A "Rank Zero", Or Someone Who Has No Aptitude Toward Developing Esper Abilities. However, Toma Also Was Born With An Ability (Or Rather A Curse) Himself. Within His Right Hand Lies The Power To Completely Nullify Any Ability That It Touches Completely, Whether He Likes It Or Not! One Day Toma Finds Out That In This World Also Exists Magic And Sorcerers After A Run-In With The Childish And Spunky Young Nun, Index. Index Has No Magical Aptitude Herself, But She does have A Photographic Memory, And Using This, She Was Placed in Charge of Memorizing All 130,000 Magical Grimoires (Or Magical Books) And is Now Being Hunted Because of The Knowledge She Contains.
In "A Certain Scientific Railgun", We Have The Powerful "Electromaster" Esper Named Mikoto Misaka, However, Anyone That Lives in Academy City Would Most Likely Know Her As "The Railgun". Out Of The 23 Million People Living in Academy City, There Are Only 7 Espers With The Power To Be Known As Level 5, And Misaka Just Happens To Be Ranked 3rd. Despite Her Reputation, She Doesn't Let It Go To Her Head And She Can Be Mostly Down-to-Earth, If Even A Little Reckless And Hot Headed. This Story Follows Misaka In Her Days Parallel To The Events In "A Certain Magical Index". However, It Has Its Own Stories, Plots, Cast, Developments, etc. I Suppose One Might Be Able To Classify This Series As A "Side-Story" However, It Has More Then Enough Structure To Be Seen As A Stand-Alone Series.
(In Fact, I, Myself, Thought that It WAS A Stand Alone Series At First And Watched It Without Knowing About Magical Index. lol)
As Far As I Have Seen So Far, The Two Plot-lines Don't Intersect Much At All, Even Though Misaka And Her Companions Show Up Pretty Often In A Certain Magical Index, As Well As Toma And His Companions Show Up In A Certain Scientific Railgun. Its Mostly Toma Helping And Working Together With Misaka, Or Misaka Butting Heads And Trying To Clobber Toma With Her Powers.
Just A Heads Up, This Series Uses A LOT Of Complicated Wording, Plots, And Explanations (Maybe its Just Me Who Cant Keep Up?) That Aren't Exactly Necessary To Understand, But Defiantly Adds To The Appeal Of The Shows. It Can Be Fairly Confusing At Times, However, It Usually Does A Pretty Decent Job At Explaining Itself.
My Personal Comments
I Think That These Shows Are Very Entertaining If Somewhat Confusing At Times. Despite Its Mostly Relaxed And, Dare I Say "Cute" Nature Sometimes, It Can Have Some Pretty Gripping Moments And Plots. The Concept Of Having A Reality That Encompasses Both Advanced Science And Magical Sorcery Without Them Butting Heads Too Much To Leave Time For The More Compelling Stories, Or It Being Far Too Unrealistic And "Cartoony" To Be Enjoyable Is Something I Can Recommend. You Also Have the Point of View of Two People Who Are On Somewhat Opposite Ends of The Spectrum In Terms of Power Which Lets You Experience More Views Within This World. To All of You Anime Fans, The Railgun Series Contains A Nice Amount Of... Shall We Say... "Racey" Moments And Perverted Humor (Mostly Misaka's Best Friend And Roommate Trying To Molest And/or Seduce Her) So Enjoy.
