This is for General Lag caused by Windows Operating System.
If your lag stems from Firewall or the simple fact that your monopolistic, complacent Internet Service Provider (ISP) sucks, this guide won't help you with that.
EXPLANATION
Nagle Algorithm conserves bandwidth by sending two packets of data at a time rather than one. This causes a delay because it has to wait for a second data packet to be packed up and sent. Disabling the Nagle Algorithm makes it so that data packets are sent constantly instead of having to wait for a second packet of data.
Why does this only seem to happen in Mabinogi? I do not experience such terrible lag in other game!
Mabinogi is a fairly aged game and has not implemented a bypass to the Nagle Algorithm as other titles have.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\Tcpip\Parameters\Interfaces\
2) Add a new DWORD (32-bit) named “TcpAckFrequency” and set its value to “1″ under the desired interface.
3) Add a new DWORD (32-bit) named “TCPNoDelay” and set its value to “1″ as well.
4) Next, find this location…

5) Add a new DWORD (32-bit) naned “TCPNoDelay” and set its value to “1″.
6) Close regedit, reboot, and you’re done.
